The Brief Introduction of Personnel Department

Personnel Department of Yunnan Minzu University is in charge of affairs in this university, such as regulating and conducting the construction of talents, the choice, recommendation and management of talents projects, position arrangement and recruitment, faculty conscription, daily management for affairs of faculty, management of temporary recruited employees, management of postdoctoral mobile research station, management of social insurance, and management of personnel files of in-position and retired faculty; this department should also finish some other affairs from the superior departments or heads of this university. 15 members serve in this department, including 1 department director, 2 vice department directors, 5 section chiefs, 1 vice section chief, and 6 officers, who conduct their duties in 5 section offices, such as personnel office, specialists management office, salary office, social security office and integrated management office.

2. Inner section arrangement and duty

(1) The Duty of Personnel Office

The Personnel Office is in charge of

drafting official documents and correlated regulations of this university;

planning the talents construction, conscribing high-level talents, recruiting and distributing faculty, and organizing the estimation of probation period for entry-level employees;

positions arrangement, recruitment, annual estimation for average faulty, and management of labor principle and work attendance of faculty;

recruitment, job analysis, training of officers in the level of section office;

carrying on the procedures of faculty’s in-position certification, political examination materials, retirement, quitting positions, automated leaving positions, position transference, dispatch overseas;

verifying high-level talents’ salary, managing research fees, applying for the real-estate subsidy and financial aid for talents who are introduced from exterior regions;

conducting poverty reduction jobs commanded by superior departments and this university;

budgeting, using and managing fees for this office to conduct relevant jobs;

recording the statistics of institution establishment workers, and coordinating to the maintenance of human resources database;

filing official documents and materials; and

finishing other jobs from heads of this university or this department.

 

(2) The Duty of Specialists Management Office

The Specialists Management Office is in charge of

drafting official documents and correlated regulations of this university;

drawing up the annual work plan for specialists, organizing the position assessment for specialists and level examination for technicians, and examining and arranging position for newly recruited faculty;

constructing, applying and managing commission, committee, and recommendation groups that examine levels of specialty;

the declaration and management of postdoctoral mobile research station and the management of postdoctoral researchers;

managing the talents selection, recommendation, examination, project fees’ releasing, and faculty award;

organizing the continuing education for specialists of this university and organizing exterior employees to participate in short-term training;

budgeting, using and managing fees for this office to conduct relevant jobs;

recording the statistics of institution establishment workers, and coordinating to the maintenance of human resources database;

filing official documents and materials; and

finishing other jobs from heads of this university or this department.

 

 

(3) The Duty of Salary Office

The Salary Office is in charge of

drafting official documents and correlated regulations of this university;

making the tables of filed salary of faculty of this university and checking every employee’s filed salary;

checking salaries of entry-level employees, position-transferred faculty, and retired military men who are transferred into this university;

managing the total amount of performance rewards of the whole university, the distribution of performance rewards and recording faculty’s work attendance, and guiding the corresponding jobs of other department, such as performance examination and performance rewards distribution.

releasing subsidy for talents from internal or external campus;

budgeting, using and managing fees for this office to conduct relevant jobs;

recording the statistics of institution establishment workers, and coordinating to the maintenance of human resources database;

filing official documents and materials;

and finishing other jobs from heads of this university or this department.

 

 

(4) The Duty of Social Security Office

The Social Security Office is in charge of

drafting official documents and correlated regulations of this university;

verifying, declaring, and drawing social insurance of every employee;

dealing with issues after an accident or death occurring to faculty of this university, including consolation, subsidy for relatives’ difficulty, etc.;

annual examining the law enforcement of labor and the social insurance recording;

affairs for the disabled that concerns personnel department and the verification of injury suffered on the job;

ensuring the social insurance of faculty of this university;

signing contracts with external employees, and releasing salary, counting the amount, examining the performance for them;

budgeting, using and managing fees for this office to conduct relevant jobs;

recording the statistics of institution establishment workers, and coordinating to the maintenance of human resources database;

filing official documents and materials; and

finishing other jobs from heads of this university or this department.

 

(5) The Duty of Integrated Management Office

The Integrated Management Office is in charge of

drafting official documents and correlated regulations of this university;

coordinating and supervising jobs of every section office of this department, and positively cooperating with other departments of this university;

party atmosphere maintenance, uncorrupted politics, working plan and record, property management, finance budget, conference recording and filing, labor union performance, office appliance purchasing, official seal management, fireproofing, theft guarding, etc.;

processing kinds of official documents from internal or external campus, checking and releasing official documents of Personnel Department, and transmitting the university-level official documents according to regulated procedure;

proofreading, printing, and submitting conference materials of this university;

managing, ending, checking, and filing of faculty, including retired employees;

managing and maintaining human resources database of this university;

maintaining the website of this department, collecting kinds of information, writing news report, and opening information in time;

recording, dealing, and answering letters and visiting for personnel work of this university;

budgeting, using and managing fees for this office to conduct relevant jobs;

filing official documents and materials; and

finishing other jobs from heads of this university or this department.
